| Mr. Raúl Mérigo was born in Tijuana, Baja California. He graduated in 1997 from the Universidad Autónoma de Baja California in Tijuana, Baja California, México. Co-founder of "Avila, Mérigo y Lopez, S.C.". Mr. Mérigo has been practicing since 1994, specializing in Administrative and Tax Law counseling, either as a preventive advisor on most of the company's legal duties regarding his field, as well as disputing before Administrative and Fiscal Federal and Local Courts, in which results have demonstrated his expertise as a counselor in such matters. |

He has counseled many major companies in Tijuana and Ensenada, Baja California, in areas such as: customs legal procedures, in which he has recovered both merchandise and international trade taxes paid; official audits by the Mexican Revenue Authorities, in which he has achieved with success the annulment of procedures entirely, avoiding the imposition of costly sanctions; non-tributary administrative inspections, related to non fiscal duties completion by companies; audits to accountant's tax opinions submitted to Mexican Revenue Authorities as a legal form of tributary duties, fulfillment on both national and international trade taxes. |

Mr. Mérigo is also a professor at the Universidad Autónoma de Baja California's School of Law, teaching on Administrative Law and Administrative and Taxation Procedures. He is fully bilingual in English and Spanish. |
